Conservation Commission stalls Groom Construction for the sixth time

The house at 15 Spray Avenue is being renovated. It’s on the ocean. Powerful waves pummel the property during every storm. Groom Construction plans to heighten the seawall for greater protection, but the Conservation Commission won’t give its blessing because it wants test borings to see if the wall can support the new height. The contractor doesn’t want to do the borings because it feels the test will undermine the existing wall. The Chairman wants to deny but he can’t get a majority. Hence the stalemate. On to the next can-down-the-road meeting.
